some more work on rhesus. receiving of keys is much improved.

some more work on rhesus.  receiving of keys is much improved.
rudimentery policy checking is implemented, but needs a lot more
fleshing out (currently only accepts "fully trusted" keys).  need to
figure out how to query trustdb.
