Subject: - Fix usart*_irq_init, rearm tx interrupt when necessary.

- Fix usart*_irq_init, rearm tx interrupt when necessary.
- Fix setparity, wrog mask used.
- Move all irq handler at the end of file.
- Add forward declaration for uart*_irq_dispatcher.
